Hotmail is finished stock — nobody can mint more of it
Microsoft stopped issuing new @hotmail.com addresses to consumers years ago. Every Hotmail account on the market today either dates from the era when the brand was still active (pre-2017) or comes out of inventory pools spanning that legacy period. That scarcity cuts both ways: the domain reads as old-internet and carries lower deliverability than modern Microsoft addresses, but it is also cheap, plentiful in aged form, and perfectly serviceable for jobs where an inbox only has to exist and receive.
Match the tier to the job
- New (Fresh PVA), $0.99 — signup verification, one-shot code receiving, and account-creation pipelines where sending reputation is irrelevant.
- Mix Old (2014–2023), $1.65 — the budget route into aged inventory, registered across mixed international IPs.
- EU IP Old, $2.30 — 2023-vintage European accounts, each opened on an EU residential IP.
- USA Old (2014–2023), $2.75 — the workhorse tier when your outreach needs at least baseline inbox placement.
The 2026 filter change, in plain numbers
Microsoft shipped a significant deliverability overhaul for Outlook/Hotmail in 2026. A brand-new Hotmail account now sees close to zero placement in Gmail inboxes for its first 14 days, and even after warm-up settles in around 15–25%. Read that as a rule: do not put the $0.99 fresh tier on cold-email duty. Outreach buyers should reach for aged Hotmail at minimum — and honestly, aged Outlook performs meaningfully better still. For a broader look at what account age is worth across platforms, see our PVA pricing breakdown.
Choosing between the two Microsoft domains
One identity system, two very different products:
- @hotmail.com — legacy inventory, no new issuance, softer deliverability, lowest cost per inbox.
- @outlook.com — the current Microsoft consumer brand: tougher verification at registration, stronger placement into other Microsoft inboxes, and the domain you need for Microsoft 365 sign-in features. Priced accordingly.
If cold email is the mission in 2026, start with Outlook. Hotmail wins when the brief is maximum cheap inboxes.
What buyers actually run on cheap Hotmail volume
- Receiving verification codes where nothing ever gets sent outbound
- Exercising signup flows in QA environments
- Serving as recovery addresses attached to higher-value primary accounts
- Feeding downstream resale channels that specifically want @hotmail.com addresses
Straight talk on survival rates
Under normal use, fresh $0.99 accounts hold a 70% survival rate at 30 days. Push heavy outbound email through them and that falls to roughly 40% — Microsoft’s 2026 spam filtering punishes new senders hard. The aged tiers ($1.65–$2.75) stay above 90% at 30 days even under real workload.
Large runs and custom specs
Orders of 500+ ship as dedicated batches, with every account’s first login tested by hand before handover. Country-targeted Hotmail (UK, DE, FR, ES) is available from 100 units, and recovery-pair bundles — a Hotmail plus a secondary inbox wired in as its recovery — start at 50 units.
